Silicon Fab City : Will AP bag it?
I have been following this topic closely for some weeks now. An article in ఈనాడు (Eenadu) today prompted me to write this.
This good news for the country soon started a race among the states for bagging this prestigious project. Not surprising, since the state which bags the project might end up becoming the hardware hub of India in the future. Apart from the employment opportunities generated, the fab city will act like a magnet, causing a cascade of further investments from other companies.
Fighting it out for this project are Andhra Pradesh, Tamil Nadu and Karnataka. Dayanidhi Maran, the Union Minister for IT and Telecommunications, evidently wants maximum number of the projects for his home state, Tamil Nadu. This in turn led to an all-party delegation of MLAs from Andhra Pradesh (phew! at least the parties stood united on this issue) led by Chief Minister Y.S.RajaSekhar Reddy meeting the Prime Minister Manmohan Singh in Delhi, and accusing Maran of trying to divert the project to Chennai. Maran of course denied this and said that the facility would go the state which offers maximum benefits and concessions.
AMD-SemIndia delegation acted shrewd in it's own way by hopping from Hyderabad to Chennai to Bangalore, talking to the respective political heads in each city and bargaining for concessions. AP and Karnataka instantly responded with a list of SOPs and benefits. The TN Chief Minister Jayalalitha once again proved her eccentricity by telling the delegation something like 'just because it is raining in Chennai, don't think I can give you free water' ( by the way, it was pouring and flooding in Chennai that time). Last heard was that the TN government was trying to correct this, and had started listing out the concessions it was offering from it's pocket.
So where does the 'Fab City' stand now? Which state will bag this prestigous project? Till now AMD-SemIndia has kept everyone guessing. The decision might be out this month.
It is a known fact that humid weather and silicon chip manufacturing facilities do not gel. So according to me, Chennai should be ruled out. But it is not out of the race, since the shadow of politics is always hovers behind any such major decisions, and the dynamic Maran is still at the center. If the facility does come up at Chennai, it will be only because of his influence.
Bangalore is definitely suitable, and Chief Minister Dharam Singh has been generous in giving many concessions. It has a very high chance of bagging this project. The city is still the Silicon Valley of India, notwithstanding the crumbling infrastructure.
Hyderabad - yes, it won't be a surprise if it bags the project; after all it is Cyberabad! . Dynamic governance over the past decade has catapulted this sleepy Nizam-era city to become a IT hub. The AP government has left no stone unturned in wooing the AMD-SemIndia consortium. The recently concluded Pravasi Bharatiya Divas 2006 and on-going GITEX where AP has got more than 600cr. of IT investments on the first day itself, have made this the most happening city in the country over the past one month. The conditions favorable for the city are - 1500 acres land already earmarked for the Rajiv Gandhi Nanotechnology Park, work on the international airport at Shamshabad rapidly progressing, government's commitment to giving power at highly subsidised rate, and using Nagarjuna Sagar to provide round-the-clock water essential for the silicon manufacturing facility.
Who will be successfull ? Let's wait and watch.

ఇప్పటికే రాష్ట్ర ప్రభుత్వం రాజీవ్గాంధీ నానో టెక్నాలజీ పార్కు పేరిట శ్రీశైలం రూట్లో 1100 ఎకరాల్ని గుర్తించింది. అందులో కొరియన్ నిపుణుడు జున్మిన్కు కొంత భూమిని ఇవ్వటానికి అంగీకరించిన ప్రభుత్వం... అక్కడే మరో 400 ఎకరాల్ని సేకరించి అందులోనే సెమ్ ఇండియాకు ఉచితంగా భూమిని ఇస్తానంది. అంతర్జాతీయ విమానాశ్రయం నుంచి ఫ్యాబ్సిటీ దాకా సూపర్ స్మూత్ రోడ్డును, కరెంటు లైన్లను, నీటి పైపులను తనే సొంత ఖర్చుతో సమకూరుస్తానని కూడా ప్రభుత్వం చెప్పింది. జున్మిన్తో ఏడాది క్రితమే ఒప్పందం కుదిరింది. దీని స్థితిగతులను కూడా ముఖ్యమంత్రి బుధవారం మరో సమావేశంలో సమీక్షించారు. జున్మిన్కు ప్రముఖ హార్డ్వేర్ సంస్థ ఇంటెల్ సాంకేతిక సాయం అందించే అవకాశాలున్నాయని, మరో నెలలో ఓ అవగాహన ఒప్పందం కూడా కుదిరే అవకాశాలున్నాయని అధికార గణం పేర్కొంది. ఇటు జున్మిన్ యూనిట్, అటు సెమ్ఇండియా యూనిట్ వస్తే... సహజంగానే మిగతా యూనిట్లు కూడా ఇక్కడే ఏర్పడతాయని, అన్నింటికీ ఆ 1500 ఎకరాల నుంచే ఉచిత భూమి ఇవ్వాలని ప్రభుత్వం భావిస్తోంది.
