న్యూఢిల్లీ, జూన్‌ 27 (న్యూస్‌టుడే): మూడేళ్ల తర్వాత మీరు ఢిల్లీ వస్తే ప్రస్తుతం అక్కడున్న ఆంధ్రప్రదేశ్‌ భవన్‌ కనిపించదు. అదే స్థలంలో ఏడంతస్తుల భారీ వాణిజ్య సముదాయం లేవనుంది. బహుళజాతి సంస్థలకు అద్దెకిచ్చే ఈ సముదాయం.. రాష్ట్రానికి ఏటా రూ. 77 కోట్ల ఆదాయం అందిస్తుంది. మరి ఆంధ్రాభవన్‌ ఎక్కడికి వెళుతుంది? ఓ 250 మీటర్ల దూరంలో ఉన్న పటౌడీ హౌస్‌ ప్రాంతానికి తరలుతుంది. 7.56 ఎకరాల విశాల స్థలంలో ఆంధ్రప్రదేశ్‌ భవన్‌ను పునర్నిర్మిస్తారు. ప్రస్తుతం ఆంధ్రభవన్‌లో ఉన్న గోదావరి, శబరి, స్వర్ణముఖి బ్లాక్‌లు; సేవకుల క్వార్టర్లు; నర్సింగ్‌ హాస్టల్‌ ప్రాంతం మొత్తం కూల్చేసి, 12.66 ఎకరాల్లో 'ఇండియా హాబిటెట్‌ సెంటర్‌' తరహాలో వాణిజ్య సముదాయం నిర్మిస్తారు. ఆంధ్రాభవన్‌, వాణిజ్య సముదాయం.. రెండింటి నిర్మాణానికి రూ. 210 కోట్లు వ్యయం అవుతుందని రాష్ట్ర ప్రభుత్వం అంచనా వేసింది. ఈ మొత్తాన్ని నూతన భవనంలో చేరే బహుళ జాతి సంస్థల నుంచి అద్దె అడ్వాన్సుల కింద సేకరిస్తారు. ముఖ్యమంత్రి వై.ఎస్‌. ఆదివారం ఢిల్లీకి బయలుదేరే ముందు హైదరాబాద్‌ సచివాలయంలో ప్రభుత్వ ప్రధాన కార్యదర్శి మోహన్‌ కందా తదితర ఉన్నతాధికారులతో సమావేశమయ్యారు. ఈ సందర్భంగానే ఆంధ్రప్రదేశ్‌ భవన్‌ తరలింపునకు సంబంధించి విధాన నిర్ణయం తీసుకున్నారు. మూడేళ్లలో మొత్తం పెట్టుబడి తిరిగి వస్తున్నందున ప్రాజెక్టును చేపట్టాలని నిర్ణయం తీసుకున్నట్లు వైఎస్‌ సోమవారం ఢిల్లీలో తెలిపారు. ఆంధ్రప్రదేశ్‌ మౌలిక సదుపాయాల కార్పొరేషన్‌ నోడల్‌ ఏజెన్సీగా ఈ ప్రాజెక్టును చేపడుతుంది. గతంలో ఆంధ్రభవన్‌ నిర్మాణానికి ప్లాన్‌ ఇచ్చిన సంస్థకే నూతన ప్రాజెక్టును అప్పజెప్పారు. ఐతే ఇతర ప్రతిష్ఠాత్మక ప్లానింగ్‌ సంస్థల సహకారం కూడా తీసుకుంటారు. చారిత్రక 'ఇండియా గేట్‌'కు కూతవేటు దూరంలో ఉండే అద్భుత నిర్మాణం హైదరాబాద్‌ హౌస్‌. అది నిజాం సంస్థానం నుంచి ఆంధ్ర ప్రదేశ్‌కు లభించిన వారసత్వ ఆస్తి. ఆ భవనానికి వెనుక భాగంలో రాష్ట్ర ప్రభుత్వం ఆంధ్రప్రదేశ్‌ భవన్‌ను నిర్మించింది. పి.వి.నరసింహారావు ప్రధానిగా ఉండగా హైదరాబాద్‌ హౌస్‌ను కేంద్ర ప్రభుత్వం తీసుకుంది. అందుకు ప్రతిగా పటౌడీ హౌస్‌ ప్రాంతంలోని స్థలాన్ని, ఆంధ్రభవన్‌ పక్కనే ఉన్న నర్సింగ్‌ హాస్టల్‌ స్థలాన్ని రాష్ట్రానికి ఇచ్చింది.

Delhi to have new AP Bhavan

HYDERABAD: The Andhra Pradesh Government will construct a brand new AP Bhavan in Delhi replacing the existing one, with a commercial angle to get an annual income of about Rs. 80 crores to the ex-chequer.

AP Bhavan has nearly 20.2 acres under its control including 7.6 acres occupied by Pataudi House, which was given by the Central Government in lieu of Hyderabad House.

The bhavan has a suite for the Governor and three blocks -- Godavari, Swarnamukhi and Sabari. It consists of a cafeteria whose Andhra flavours are relished by Delhiites, and the office of the State's Resident Commissioner who has been asked to do liaison work for getting clearances for pending irrigation projects.

Blueprints ready

Official sources told The Hindu here on Wednesday that blueprints have been prepared to construct the new AP Bhavan complex at a cost of Rs. 210 crores, with a commercial extension to put the precious land in the heart of New Delhi to economic use. The Chief Minister, Y.S. Rajasekhara Reddy, has reportedly given the green signal to the Resident Commissioner to go ahead with the plan.

Under the plan, a seven-storey institutional building will come up in place of the existing complex for commercial purposes on rent restricting the benefit to Government offices or undertakings. The complex with the Chief Minister's camp office, Governor's suite, office of the Resident Commissioner and cafeteria will be shifted to land in Pataudi House.

Helipad being enclosed

The Andhra Pradesh Infrastructure Development Corporation will be made the nodal agency for implementing the project while an empowered committee headed by the Chief Secretary will monitor it.

Meanwhile, back at the Secretariat here, the area around the helipad is being landscaped and enclosed with grills.

A police outpost is to be posted in view of the security risks following escalated violence by naxalites. Plans have also been finalised to add two more storeys on the `H' block with 80,000 sqft at a cost of Rs 1.10 crores.

Habitat-like centre at AP Bhavan soon

New Delhi, July 3: An Indian Habitat Centre (IHC) like complex is proposed to be built at the present premises of the Andhra Pradesh Bhavan in New Delhi, which will have a state-of-the-art convention centre, an art gallery and offices accommodation. The Chief Minister, Dr Y. S. Rajasekhar Reddy is soon expected to finalise a blueprint that will not only maximise the use of available land in the heart of Lutyen�s Delhi, but will increase earnings from the land. In the process, the State government proposes to make over Rs 70 crore annually through rental income. The proposed complex in an area of over 10 acres would be rented out to various institutions, multi-national companies. Seven-storeyed buildings are proposed to be constructed in the complex. The entire project is estimated to cost over Rs 210 crore and yield a net annual revenue of Rs 77 crore. It is likely to be completed by 2008. Dr Rajasekhar Reddy has plans to get the best possible design through what is known as the Swiss challenge. An architect is asked to prepare a design, which is posed to other architects. Finally, the best possible design is adopted. Dr Rajasekhar Reddy recently held a high-level meeting with State government officials in Hyderabad and approved a plan of action for the project. As a result of the new plans, the present complex, which has a Governor�s Suite and Chief Minister�s Suite, besides a complex for accommodation of the State MPs, MLAs and senior officials would be shifted to nearby Pataudi House area, close by. According to the State government sources, the Andhra Pradesh Infrastructure Corporation would be the nodal agency to execute the project. They said the State government wanted to develop the proposed complex incorporating the best innovative architectural ideas. The land in Pataudi House area was given to Andhra Pradesh government by the Central government in lieu of the magnificent Hyderabad House. The Hyderabad House is now being used to host Heads of States and other dignitaries. All the facilities of the Andhra Pradesh Bhavan, including the office of resident commissioner, guest house accommodation and staff quarters, are proposed to be shifted to the Pataudi House plot.
